The Board of Education
The Painesville City School Board is a policy making body that functions according to mandates of state law. It represents the State of Ohio and the citizens of Painesville on all matters and decisions dealing with public education. The Board is nonpartisan and nonsectarian as it speaks and acts for the community. Moreover, it acts as a committee-of-the-whole on matters requiring official decisions. No Board member has independent authority to speak for the Board. 
The following citizens make up the Painesville City Board of Education.
Mr. Steve Costell

Mr. Steve Costell was elected to the Board of Education in November 2011. He began his four-year term in January 2012.

Mr. Costell is a Harvey High School graduate and has lived in Painesville for 30 years. He is employed by Progressive Insurance as an IT Systems Engineer. His civic interests include the Painesville Parks and Recreation Commission and the Progressive Educational Partnership Program.

Mr. Costell is married and has two children who are attending Painesville City Local Schools.

Mr. Jeffrey Powers

Mr. Powers was appointed to the Board of Education in August, 2010 to fill the seat of a resigning board member. He was elected to the remaining two years of that seat in November 2011 and re-elected to a four year term in 2013.

He has been a resident of the City of Painesville for the past 20 years with all three of his children attending District schools. Mr. Powers holds a degree in Criminal Justice and is working towards a degree in Public Administration. He is currently employed as a Deputy Sheriff with the Geauga County Sheriff’s Office. In addition, through the D.A.R.E. program, he instructs students at elementary and middle school levels on the dangers of drug and chemical abuse.

Mr. Charles Tackett
Committee Assignments

Mr. Charles Tackett was appointed to service on the Board of Education in the spring of 2012, filling a vacancy created by a member resignation. He was elected to the position in the 2013 General Election and is  completing the remainder if the two years of that term, beginning in January 2014.

Mr. Tackett holds a Bachelor’s Degree in Architecture as well as a Juris Doctor. He is owner of CTA Architecture and works as a consultant and project manager with several Cleveland area architectural firms. 

In addition. Mr. Tackett  is a trustee for the Painesville Community Improvement Corporation (PCIC) and enjoys involvement in the Painesville community and church.  Mr. Tackett's children are currently enrolled in  Painesville City Schools.

Mr. James Dillard


Committee Assignments

Mr. James Dillard began serving full time on the Painesville City School Board in January 1988. Married to  wife Genie, in January 2001 he retired from Lubrizol Corporation with over 34 years of service. He is currently employed by Sams Club.

He is a 1960 graduate of Thomas W. Harvey High School, received an Associate Degree from John Carroll University and attended Lake Erie College. Mr. Dillard earned a Human Resource Certificate from Baldwin Wallace College. He is a Life Member of Lake County NAACP, President of the LEO Credit Union and serves on many boards in the community.

Kathleen Powers-Dolney
Committee Assignments

Kathleen Powers-Dolney was elected to a four-year term in the November, 2013 general election. Ms. Powers-Dolney is no stranger to the district having retired from Painesville City Local Schools in 2008 after twenty-three years as a guidance counselor and an English teacher at Harvey High School.

Prior to her tenure in our district, she was employed as a teacher at John Hay, John F. Kennedy, and Collinwood High Schools in Cleveland and as a counselor at Streetsboro High School. She has also served as an adjunct professor of English at Lakeland Community College

Ms. Powers Dolney was born and raised in Painesville. She earned a Bachelor of Arts degree in Secondary Education from Ursuline College and a Master of Education degree in Counseling and Personnel Services in Education from Kent State University. Ms. Powers Dolney is a member of St. Mary Church in Painesville where she serves as a communion minister. She is the proud mother of one daughter.
